CESE: APPROVED AGAINST EUROPEAN INFRASTRUCTURE BRAIN DRAIN
.The Commission of the Market Committee has approved in Brussels, an opinion requested by the European Commission, for the construction of large European research infrastructure (ERI) in order to prevent, among other things, the brain
drain.
The goal of ERI is the need to develop a specific legal framework for the creation of infrastructure for European research involving several Member
States.
The term "research facilities" - said the Committee - designate objects, installations, facilities and services used by the scientific community to perform high-level research. This includes the definition scientific equipment, knowledge resources (scientific collections, archives, scientific data Structured) infrastructure based on information and communication technologies, and any other single instrument that is essential to ensure excellence in research. These facilities may be located in one place or be
decentralized.
"The paper claims that about 15% of the researchers involved in European research institutions collaborating with industry in infrastructure research. The creation of new infrastructure can then generate new demand, cause many positive and encouraging further transfer of knowledge and technology to industry. It can also contribute to the achievement of the Barcelona, which plans to raise private investment in R & D to 2% of GDP. "
Finally, the Committee draws attention to the positive effects of investment in research infrastructure, the potential commercial value of which exceeds 10 billion euros.
